Suppose you're in C major but melody has A♭.

Instead of treating it as a passing accidental, maybe harmonize with:

Fm

or:

A♭

Now the melodic chromatic note becomes a chord tone.

This is a very useful reharmonization principle:

A surprising melody note can suggest a borrowed chord.
