Important distinction.

E7 → Am

has strong functional direction.

E7 is dominant of A.

But:

C → E major

may simply be a chromatic color shift.

So secondary dominant:

function-driven

Chromatic mediant:

often color-driven

Both can involve chromatic notes, but for different reasons.
