Instead of only:
“Which chord belongs here?”
also ask:
“How much harmonic identity do I want here?”
Sometimes:
full major/minor identity.
Sometimes:
just bass + 7 + 9 + 11.
Sometimes:
bass + quartal cloud.
That is orchestration through harmony.
