When choosing a chord under a melody note, think roughly:

Very stable

root, 3rd, 5th

Rich but comfortable

6, 7, 9, 13 depending chord

Stronger color

11, #11, suspensions

Deliberate tension

♭9, ♯9, altered tones, close semitone clashes

Choose the level of tension intentionally.
