19.10Use phrase-end notes as anchors
The end of a phrase is often harmonically important.
It may land on:
- 1
- 3
- 5
- sometimes 2 or 7 if phrase remains open
If a phrase feels completely finished, test tonic first.
If it feels like a question, test 5.
