16.22Why scale-only improvisation sounds weak

If you play:

over every chord, technically many notes fit.

But the line does not clearly tell the listener:

now Dm7, now G7, now Cmaj7.

Chord-tone targets do.

That is the difference between playing a scale over chords and improvising through harmony.
