If you run the C major scale randomly over the entire progression, it may sound like an exercise.

If you use the same C major scale but land intentionally on:

F over Dm7,

B or F over G7,

E or B over Cmaj7,

suddenly it sounds connected to the harmony.

The scale supplies available notes. Chord tones supply meaning.
