Suppose right hand melody C and harmony F.

If bass is F:

clear F major.

If bass is A:

F/A, softer inversion.

If bass is C:

F/C, more suspended.

Same basic chord.

Different bass = different direction.

So after choosing the chord, choose the inversion.
