Suppose harmony changes from G7 to C, but melody holds F briefly.

Over G7:

F belongs to the chord.

Then C arrives underneath while melody still holds F.

Now F becomes tension over C.

Then melody resolves:

F → E

That is suspension-like behavior.

It sounds expressive precisely because the melody temporarily disagrees with the chord.

So again:

Not every melody note must be a chord tone.
