“How can I make this chord more dissonant?”

But:

“What has the listener learned to expect here, which part of that expectation should I satisfy or withhold, how long can I sustain that uncertainty, and which musical dimension can carry the pressure without every other dimension becoming tense at the same time?”

That is tension architecture.
