For each chord, prioritize 3rd/7th.

But organize them around the destination.

Example:

B♭m7 → E♭7 → A♭maj7.

You might aim:

D♭ → D♭ → C.

Then decorate:

D♭-E♭-F → D♭ → C.

The target line is the spine.
