For a melody you already know:
- Write melody.
- Mark long notes/rests.
- Design a bass line.
- Add a simple counter-line only in spaces.
- Make the counter-line move mostly stepwise.
- Avoid matching melody rhythm constantly.
- Check vertical harmony.
- Resolve strong dissonances.
- Keep melody louder.
- Remove unnecessary notes.
That will already produce convincing polyphony.
