78.23G7→Cm is different
Some altered notes become common tones.
Example:
E♭ on G7♭13
→ E♭ on Cm.
B♭ on G7♯9
→ B♭ on Cm7.
So altered dominant into minor often allows tension tones to become stable chord tones.
Very satisfying.
