A hemiola happens when a passage temporarily makes:

three groups of two

feel like:

two groups of three,

or vice versa.

Classic example in 3/4:

normally:

1 2 3 | 1 2 3

But accents become:

ONE two | ONE two | ONE two

across two bars.

Now the listener briefly feels 2 instead of 3.
