“Which notes should I put inside this chord?”
But:
“If the bass and melody are two musicians already telling the story, what quiet third voice could move through the space between them in a way that clarifies harmony, creates tension, remembers earlier material, and occasionally has something worth saying on its own?”
That is inner-voice composition.
