A strong strategy:
Most of the time:
C blues/minor pentatonic.
At chord changes:
target the 3rd or 7th of the new chord.
Example:
C7 → F7:
approach A.
F7 → C7:
approach E.
G7 → C:
approach B → C or F → E.
Now the solo follows harmony while retaining blues character.
